			<content:encoded><![CDATA[<p>Jan 24 (Reuters) &#8211;  France outlined a blueprint for introducing its  very own tax on financial transactions on Tuesday, in  a fresh try  and win backing from  other EU members for  the scheme that Britain has pledged to  dam across  the 27-member European  Union.</p>
<p>Germany and France have revived  a  concept similar  to that  of U.S. Nobel laureate James Tobin, who proposed a tax on currency  transactions noisy  . 1970s to discourage speculation. His idea was largely ignored until  recently.</p>
<p>In the run-up to presidential elections  this  coming year in France, and German elections in 2013, and amid  widespread mistrust of banks after  the financial  disaster, the  talk has gathered momentum. But introducing a tax on  the stock market faces hurdles.</p>
<p>Below  are  a handful of answers  and questions around  the possible tax.</p>
<p>HOW MIGHT A TAX ON  FINANCIAL TRANSACTIONS Be  employed in PRACTICE?</p>
<p>Last year, the  eu Commission proposed a scheme to tax stock, bond and derivatives  trades from 2014, potentially raising 57 billion euros ($74 billion) with  high  of it from Britain, the region&#8217;s biggest trading  centre.</p>
<p>It would  be similar  to Britain&#8217;s current stamp duty of 0.5  percent on  the stock market shares, which raised almost 3 billion pounds  inside  financial year to April 2011.</p>

<p class="MsoNormal">The HSE has reported that inspections of schools that do not pertain to the local authority have ample resources for asbestos management. However, the findings are that about 17% are not up to the mark in management of asbestos.</p>

<p class="MsoNormal">An inspection was conducted on a random list of autonomous, foundation and self aided academies and schools within a period starting from November 2010 to June 2011 by the HSE. As per the inspection report, it took actions against 28 schools by serving them with notices asking them to progress on their resources for <a href="http://www.hse.gov.uk/asbestos/detail.htm">asbestos management</a> and another 110 were informally advised.</p>
<p class="MsoNormal">
<p class="MsoNormal">The fulfilment of regulations of the Control of Asbestos Regulations in England, Wales and Scotland could be compared to that of inspection review programme conducted in 2009/10 on schools that came under local authority&#8217;s control.</p>
<p class="MsoNormal">
<p class="MsoNormal">A failure of compliance was treated with implementation of training staff and submitting written records of plans of management. This action was taken with the consideration of risk of exposure that the students and staff alike.</p>
<p class="MsoNormal">
<p class="MsoNormal">The Head of public service sector of the HSE, Geoff Cox told that the scheme of inspection did show that is uncertainty over the tasks and roles of the schools over asbestos management. Nonetheless, what was heartening to see was that many schools were able to show a heightened sense of consciousness and observance of the regulations.</p>
<p class="MsoNormal">
<p class="MsoNormal">Actions are being taken to make aware the responsibilities all over the education sector and against those that are well below the mark. He also urged the general maintenance workers and tradesmen to cautiously manage and plan their work where asbestos is present as they the ones at the highest risk. He stressed that well managed administered asbestos does not cause concerns.</p>
